New DOOP Headquarters was a large space station at the orbit of Neutral Planet. It was supposed to become headquarters of Democratic Order of Planets replacing Old DOOP Headquarters, but was destroyed by Zapp Brannigan in the opening ceremony, wasting four hundred billion dollars. It was later restored by Black Star Shenron, along with Tweenis 12 and Arlia when XANA possessed William Dunbar lured Serenity Wheeler to grant a wish on the Black Star Dragon Balls.
